If the seal under the wheel was leaking then WHY did you take it all apart there was no need for that just removeal of the snap ring and a quick twist of the wheel would have poped that old seal out . Now if the leak is around the bottom then you will need the outer sleeve seal that is when ya have to remove the bilts and slid the new rubber seal around the outside , this will requier removal of the hand pump . In my years of working on binder i have only had to replace two .
