IH 504 steering problem

I have a 1969 IH 504 gas tractor that started making a lot of noise when turning the steering wheel. I checked the hydraulic fluid and it didn't seem low. Today I got on the tractor and the steering wheel turned freely, without actually turning the wheels until I started the tractor. That's not normal. When the tractor is off, I normally can't really turn the steering wheel at all. After idling for a few minutes, the steering returned to normal function, but it was still noisy - sounded like it was cavitating.

Any clues what is going on?
