The poppet (detent) ball may be missing, or the spring broken. The Cub I am working on had a missing detent ball. Apparently someone had been into the transmission before and lost it and put it back together without the ball. It would stay in gear even without the ball, but the shifter did not feel like it was in gear. It's been a while since I fixed mine, but I believe you have to split in front of the transmission to get the shifter rods out so you can replace the balls and springs.
