1960 international C20

I have found a 1960 C20 international tractor with a loader and 3 point he is asking 2500 OBO but the transmission is stuck in reverse and the hydraulic steering needs to be bled. I need a tractor with a loader and don't have alot of money it has a C146 gas motor ,new clutch,new front tires .new tune up and rebuilt carb. I have a shop and can work on it but the transmission scares me could it be something minor or should I keep looking.
