assuming that your tractor has the transmission pump rather than the front crankshaft to operate the loader, I once found that the short pipe that connects the pump to the filter was pulled to far into the filter, and only butted up to the pump thereby sucking air. My fix was to remove the pump and push the tube (short Pipe) firmly (with good Oring) into pump and carefully reinstall pump, and was good to go. If you need picture email me
