I have an explanation as to why the TA might be welded together: If the low side of a TA were to go out, AND the TA clutch also went out/was slipping - there would be no way to lock it into high range. And, of course the tractor wouldn't move at all. Welding the planet gears to the carrier would lock it into high range, even if the clutch was out.
