Hi Don,

I use those layered sand paper wheels for my 4"
grinder, as well as braided wire brushes for my drill
(especially for the hard to reach areas, because the
wire brushes come in all sizes). You go thru a lot of
sand paper wheels at $8 a pop, and it takes a long
time, but it really does a good job. I think it does better
than most sand-blasting set-ups.
