You'd want to put some sort of sealant on the screw threads and UNDER the washer to seal the leak. Gobbing stuff on top of the screw and washer will only serve to make it impossible to remove the screw at a later date.

JB Weld would fall off quickly due to vibration anyway. It's not meant for that kind of application. Some sort of gasket sealer like permatex would be a better choice if it's still leaking around the screw and washer.
