If you have the wheel type with 8 clamps holding rim on, the clanps were made to go on either side of wheel and the rim will pass over wheel either way. If you have type wheel that uses 6 clamps to hold rim you can take bolts completely out of wheel and rim will pass over wheel. But if the bolts are rusty or you are going to move wheel on axle anyway its probably easier to do it the way you did. Most 6 clamp wheels have nuts to outside of tractor with wheels dished out. Bolts can be turned either way in wheel to suit owner.
