Starting fluid is a good way to ruin all that work you did and money you spent on the engine rebuild. I would guess that somewhere along the line, what you think is, isn't. You think you've got the timing right, but maybe you don't? You think the carburetor is working, but maybe it isnt? That's the kind of stuff I'm talking about.
