H, axle bolts are STUCK! air impact?

need to remove the axle bolts which clamp the wheel to the axle. Purchased a 1/2" drive 27" long breaker bar, put a shallow well 1" socket on the bolt... nothing. the breaker bar was bowing and stressing so bad I was fearful it would snap in half. How to remove these stubborn bolts safely? I suppose I can spend the money and finally purchase an air impact wrench, are these much stronger than my efforts with the breaker bar?
