Yes, they need to be soaked in water until the backing peels off easily. Sometimes they need to soak for a long time, other times a short time will do it. Also, the surface where the decal is to be applied needs to be sprayed liberally with windex. This will allow you to slide the decal around a bit to get it in the correct position. Once the decal is in position, use a soft cloth or squeegee to work the air bubbles out. Work from the center of the decal to the outside. If a bubble shows up after you thought you were done, just prick the bubble with a small pin or make a small cut with a razor blade to get the air out. Here's a hint, do not attempt applying the decal wothout the windex, the decal will immediately stick, and you will not remove it without damage.
