They had the front hydraulics, just not the piggy back pump. The housing under the seat was cast blank with no openings for the rockshaft or the hitch controls. The remotes system was still there, just not plumbed into a second hitch system.

I've seen lots of 'em in the salvage yards in this country. Used mostly for hay fields, I would guess.

Pretty much a "tide-over" from the H and M days for some old farmers. "Sure don't need that silly hitch". :>)
