Fuel tank liners are for the purpose of repairing LEAKING fuel tanks. If you clean your tank, and it doesn't leak, why would you want to line it with some product that will eventually break down?
Your local Yamaha m/c shop sells a two step product for cleaning and neutralizing a tank. Or you can use a product called Metal Prep, which contains phosphoric acid, from your local auto body shop supplier.
