Farmall M power Steering (lack of)

A guy wanted me to look at his M today, that he says he has had trouble with the power steering unit. I went over and looked at it (could barely turn the wheel when running!!), it appears that it is a char-lynn pump and motor. So first it had no fluid in it I filled that up. Ran it still no better, the guy said that it had been turing hard for about 2 years and has been getting worse over that period. I removed the high pressure side and it had fluid coming out of it. the only thing I noticed is that the pump and the motor get hot after running for 5 mins or so. What could possibly be wrong with the system? could the hydro. motor be stressign the pump and causeing it to heat up? and thus not work??? Thanks for the help!!!!!!! Andrew
