No, that is not 100% correct, a lot of lawn mower decks are powder coated, and the paint will come off in sheets. What causes thsi happen in this application is when people fertilize their yard, then mulch, they do not clean their deck, the nitrogen and grass will build a lot of heat and will casue the power coating to start popping off. This has nothing to with prep or curing, it is just the downside of powder coat. Powder coat is for more pretty than function. there are a lot of paints on the market that will hold up better than powder coat for durability.
