Mike: The pivot of those levers have friction pads for holding them at the selected position. The tension on those pads is controled by a spring and tension can be changed by the double nuts at lever. You may find as you get into this you need to completey disassemble and clean up rust. I wouldn't put oil down in there, you don't want it on the friction pads. After you disassemble some parts should have dry lubrication. These usually give trouble about every ten years. I've put in the ocasional spring. Last time I did mine I bought all new friction pads before hand. I used some but not all.
