farmall smta not starting?

have a smta that no matter how good the battery was,it would
draw ti down in a matter of 30 seconds,checked it out,and it was
pulling 700 amps at starter,starter was old so i bought a new
one and it did not fix problem.....positive cable gets hot and coil
i beleive......any thoughts would be helpfull.....thanx in
advance,john
