As others posted a weak spark that could be from several things. Also 450 gas were 6 volt then changed to 12 volt by IH as production went along. If your tractor is 12 volt the starter selonoid used a extra post for a wire to run to coil side of resistor. This put full 12 volts to coil when starter is engaged. This will help if not in place but if everthing is in good shape it should start without it.
