Super M swinging drawbar

After installing a Saginaw 3pt. on my recently aquired SM, I also bought a used swinging Farmall drawbar for it.
After everything was mounted, the drawbar is level (and at a right angle to the 3pt),.... but the end of the swinging drawbar is only 10"-11" from the ground.
Is that normal, or should it be higher?
