350 timing

I'm trying to get a 350 propane running. The engine had two stuck pistons which are now out. Also had a bad distributor that I want to replace with a magneto so I won't have to repair the generator which is also bad. Question is when I line up the timing mark on the crank pulley with the pointer the mag will not trip. I have to turn the engine well past TDC for the impulse to trip even when the mag is fully advanced. The tractor has a live hydraulic pump to couple to the magneto drive. I"m thinking the pump drive in the past wasn't timed with cam gear and the timing was just adjusted by rotating the distributor. Will I have to go back to using a distributor to get the timing right. I don't want to pull the front cover. Thanks-John
