674 INTERNATIONAL DIESEL TACH

Hi,I'm still working on this "Smokey" 674D. I'm trying to get the tach working but ain't having no luck. I took the cable off at the Tach it self but the cable don't turn when the engine is running so I took the cable off at the engine and yes the cable is broke. So before I ran out and bought a new cable I thought I better check to see if the piece of cable that was left on the engine end would turn with the engine running but it don't. My I&T mannual don't show anything about the tach. Any body know what should I check next / Thanks for your time and any help
