You probably have an old O-ring/gasket stuck in the filter housing. Get a dental type pick or smaller screw driver and scrape it out of there. Every Farmall I've ever bought has an old gasket stuck down in there, they get hard and look like they are part of the housing. The new gasket/O-ring should fit down in the groove, not above or flush with the housing.
