Yes, a cow in poor condition will not come in heat. But at this time of year on pasture unless you are starving them you should see some action if they are not bred. Either that or you bull is no good. We have some trouble with young cows not breeding back the first time as they are getting their adult teeth and slill growing frame. But at 4 years old there is no reason for them to be late. I'd put wheels under them. Poor performance is hereditary.
