Opinions...gonna re-? the '49 H

Ok guys, due to a few internal issues, I'm gonna go into the engine on the H this winter. I bought it in 1989 with my highschool graduation money. I plan on splitting the tractor and rebuilding the engine. My dad and I redid the head in the early '90's. I'll go through it again. Now, should I go ahead and go through the whole tractor? I feel more than confident after the F12 and Regular plus many lawn mowers and 10-15 hit-n-miss and throttling govs. How far should I go...restoration or rebuild and what are the differences? What should I look for to replace? Which seals, etc?
