May not be the float setting but it could be a bad float or, the needle seat isn't tight or the needle doesn't seat correctly. If it has a rubber tipped needle then it could be a seating problem. Heres the way to fix that. Open up the carb, remove the float and then drop the needle into the seat. Then use a small hammer or punch end etc and tap on it a couple times. What that does is sets the tip to the seat, old trick told to me by a carb guy years ago, but hes long since dead.
