no spark on h

i will give all the info i can in hoping that someone can help me here. have a '39 h that has just been rebuilt. also new plugs, rotor, cap, ect. ran great. no trouble starting at all. have not used for a couple of weeks and now has no spark to plugs. pulled one out and held it in my hand, no spark. has an h4 mag. rotor does turn. everything looks good and clean. have no idea where the "points" are to even check them, and they are not even mentioned in my i&t manual. have been on the archives and have read alot about timing and have the first notch lined up, and if i am reading things correctly the rotor is pointig at the #4 wire? don't know if i am reading this right, also it does not move by hand so not sure how to fix this if it is wrong.also if i am understandig this correctly, if the rotor is working right, i can take the the secondary cable and hold that up to the distributor and i should get a spark? i have not tried this since i did not want to move the timing marks in case that was the problem. i did take the mag cover off and did see some moisture in there, but thought it is more like wd-40, but could be wrong. i hope i am covering all the bases here, and those are everything that i tried, any and all help will be much appreciated.
