460 UT... kinda long post!

Neighbor has a 460 utility. Been using it alot lately. One day it started running bad. Now it only idles... doesn't miss a beat.... smooth as a clock, BUT! any kinda of throttle and it starts coughing and sputtering like you have the choke on 1/2 way. It is getting so much gas that we had to change the oil because it reeked of raw gas. Here is what we have done: Drained gas tank and refilled New fuel filter New spark plugs, wires, points, condensor, and coil. The carb has been taken apart 3 times.. the last time it was boiled and rebuilt. It hasn't changed one bit. Is there a chance that something went wrong with the governor? Thanks!
