After the cleaning and wire brushing down to the clean metal coat the area with Ospho (found at hardwares and aome commercial paint stores) to stop any future rusting. If structurally sound there are several epoxy compounds to rebuild the metal. If you are near a boat store get some Marine-Tex, a two part hard setting compounts that sands and grinds well and can be use to repair motor heads, blocks, and even gas tanks. Also JB Weld is good
