I had a similar problem with my 1963 404. The tractor sat up for 3-5 years before I got it and I tried to rebuild the carb 3 times before I finally bought a new one. Turns out it had a vacuum leak and there were not enough gaskets in captivity to fix it. I could keep it running as long as I choked it with my hand, even with fuel running all over my glove. Great tractor for what I do. Good luck.
