You may have more problems in the carb than just the needle and seat. The main metering tube might be partially plugged, and the fuel well might be full of crud as well. Might be time for a total disassembly and soaking in carb cleaner overnight. Also, how good is the gasket between the carb and the manifold? How about the gaskets between the manifold and the engine head? A vacuum leak at either of these two areas will cause the same symptoms as you describe.
