Although I have not noticed this on my 650 or W-9 which both use the same weights, there are two different weights. This is borne out in both of my manuals.

The weight that goes next to the wheel has a large center hole and no slots for your hands. The second, third, and so on have a smaller hole with the slots.

You must have at least two weights per side and are assuming that the outside weight is similar to the inside weight.

The net effect is that you can remove the weights without touching any other part of the tractor.
