Another TA Question

I know this has been addressed a number of times, but bear with me. I just bought a 1066 and I got the operator"s manual from Case and I"m confused. Does pushing the TA lever forward (toward the front of the tractor) engage the TA in high or does pulling it back "add" the torque; thus low? The Operator"s Manual mentions hesitating part way through and then pushing the lever forward, but I"ve read on here to engage it quickly. Thanks for the help.
