H brake adjustment

My Brother in Law said the brakes on my H are pretty weak. He slowly backed it down a shallow hill, and it took a really long time to come to a stop. He was pushing on the pedals as hard as he could. Is there an adjustment I can make to them to tighten them up, or are they just old and worn out? Also, does an H have a parking brake? We couldn't figure out if there was or how to use it, so we just put it in gear and chocked the tires.
