Now that the rad is off blow out the lower area good. There is four holes about the size of a nickle that lets the coolant down by the sleeves so using compressed air and some water you shopuld be able to clean that area out. I have seen these holes plugged. Using a MAG lite or something good you can see these holes with the lower housing off. Sometimes a piece of heavy wire will help. Back flushing also. Then let the hose run in the top and you can see the water coming down thru the holes. The vinegar would be good when it is all back together as it will get some more loose.
