John T's reply is kinda long and I did not read the whole thing. Maybe he covered this, but be aware that the regulator mounting brackets must have a good ground to the tractor chassis. If you mounted the regulator after you painted the tractor, that can be enough to insulate the regulator feet and then the system will not charge. Try running a wire from one of the mounting (bare metal) feet on the regulator to the battery ground to see it it starts charging.
