Hi Bob, do you mean the rockshaft arms at the back of the seat or the 3pt lift arms? If it is the 3pt lift arms maybe the roll pin that locks the leveling yoke in the leveling screw housing in the non float position is missing or broken. The roll pin with a locking key goes in a hole in the levelling screw housing just above where the levelling screw housing attaches to the 3pt lift arms. When this roll pin is removed it allows the 3pt lift arms to float independently. We used to pull these roll pins when we used the tractor on a 3pt corn planter so if a rear wheel dropped in a hole the other end of the corn planter would not come out of the ground.
