Is the fuel supply to the carb restricted or the gas cap a non-vented type?
Disconnect the line at the carb & see if there is a pencil size stream flowing. Catch the gas in a large enough container to verify a decent flow rate.
You may have someting floating in the bottom of the tank that temporarily covers the fuel inlet.
