I may be mistaken but I believe 400 (and maybe later tractors) has the 2 hole cover with reverse shifter bosses cast in but they are not drilled and tapped. Would think 400 covers could be found and any good machine shop could drill and tap the holes and modify shifting forks. Looked at 400 2 hole cover and it carries 361977R1 part No. This is just my opinion based on no real facts.
