That hose if for the air cleaner. It goes from the carb up to the aircleaner and even if its there it will not stop your problem and might even cause you bigger problems. Your problem is that the float/needle isn't working as it should be and you will need to rebuilt the carb, but the quick fix is easy. Turn off the gas under the tank when your not running the engine. Problem solved. Common problem with tractors is just what you have and its common to turn the gas off so it doesn't happen. Shoot out of my 20 or so running tractors about 3/4 of them have the gas shoot off unless I'm running them
