I guess there is a possibility that you have old/style wheels and new style rims which will not fit on the old style rims unless someone ground them down to just fit. There should be 1/4 inch or more from the ID of the rim to the OD of the wheel. If there is a gap there then they are just rusted together. Let the tractor off the jack and drive it till it comes off. If there is no gap between the outside diameter of the wheel and the inside radius of the rim you'll need to get some penetrant in the crack and get it worked loose. You can break the cast wheel.
