If the engine will not turn, one wheel may indeed turn forward and the other backward. The rear end differential does this. The chances are that something will break if this happens for more than an instant with an engine that will not turn. The starter drive could be jammed in the flywheel ring gear. To unjam, put tractor in high forward gear and push/tow it BACKWARD for just a couple of feet. That will unjam the starter. Always push/tow start tractors in the highest gear.
