Dave is correct. IH typically used rims that were 1 inch smaller than the tire tread width. 14.9-38 is exactly the same tire as the old 13-38. The 13 refers to tread width, 14.9 is the cross section at the widest point. So a 12 inch rim works fine with a 14.9 tire. My 460 had 15.5's on a 12 inch rim. They were not distorted, not to my eyes anyway, although they should probably be on 13 inch rims. 15.5 does not have an even number tread width so it has always been 15.5, unlike most of the other sizes.
