Other replies are all good but not mentioned, might be an air lock in not letting the water circulate, did you have block drain open and refill till water was comming out and then close block drain as the water was flowing then finnish filling the radiator. That should make it so there is no pocket of air left in engine to keep the water from circulating (This is with every type of cooling system, thermosyphen or water pump. some systems even have a seperate bleed screw because of that problem), that pocket of air will cause the steam like that and there should be no steam at any time in running. Also a anti freeze mix will not circulate as easy as water and will cause steem when water will not even tho the antifreeze mix has a higher boiling point than water. Found out about the antifreeze on my JD with thermosyphen system when we put a mounted picker on, never boild before with anti freeze till picker then you couldnot seepicker for steam, took out antifreeze and refilled with water and no more steam. Used picker only part of season as picker went bad, in all years since no more boiling with antifreeze. Also on a different JD, same system when 4 tube radiator whent bad was replaced with a 3 tube (same gallons) and overheated, then had to ad the water pump, the bigger tubes would not release the heat fast enough without positive circulation. Check for that air pocket.
