You might look for another bad rim. They can be had pretty cheaply. There will always be a good section you can cut out of the new rim and weld in to a matching cut out in the old rim. This is a lot easier than it sounds. I have patched several, including a few where two feet or more of the bead was involved.

Painting the tube side of the rim is a good idea. I use a thin primer coat and let it dry twice as long as you want to so the tube won't stick to it. Then use lot's of baby powder to help the tube slip around.
