Depending on what year the H was made, there were at least two different configurations on the choke rod, so it is quite possible that the choke rod you have is indeed too short. On all models and years the choke rod is supposed to run over the top of the air intake tube, as well as over the top of the battery box cover.On the earlier models, the choke rod ended at and was supported by a bracket mounted to the rear tank support. The later models ran the rod all the way back to a bracket mounted on the steering post, which also held the on-off switch for the ignition.
