I live maybe 300 miles south of you, or 120 miles? south of McCook. No one here plows, there is no need to. A few may chisel, I sort of question that too. I believe you have dryland. Dryland is this area hasn't been plowed for at least 50 years, irrigated for 30. All you need for wheat is to be able to get the drill in the ground. You don't usually need a disk, you need an undercutter or fallowmaster or something similar. In your case, to get rid of the stuff you may actually need to disc, That should be the last time you need that implement. I worked as a research agronomist for Kansas State Uninversity for 29 years doing research on wheat, grain sorghum, sunflowers, corn and soybean. There is a excellent Uninversity of Nebraska research-extension facility at North Platte, which I believe is responsible for your area also. Give them a call. They do know their business. Also keep in mind that tradition, or "that is the way we have always done it" does not hold water.
