I put the new Navistar gas cap on my Cub, and gas still leaks out! Now what?

I was hoping that the new cap would prevent the gas from sloshing out, but it didn't. I guess the hole is worn out. I read somewhere a while back about a tool that would "refurbish" the hole to make it seal again. Anybody had any experience with this? Thanks.
