The radiator could be stopped up, but, a thermo syphon system operates on its own at about 180 degrees. So there has to be sufficent expansion room in the upper radiator tank. The radiators had what appeared to be a tube down into the tank and the water level was to be about half way up in there. Then when you looked in there at operating temp the water would be raising and falling, and it would gurgle and make noises running or not. Don't add water until it gets down to the tubes, and if it gets down to the tubes pretty quick you probably have stopped up radiator.
