If that carb is one with out the adjustable main jet, you can remove the plug sort of thing that is on the one end, sort close to the bottom of the carb and make sure you have a good flow of gas out of it. If it doesn't then your main jet is clogged and will cause that type of problem. What I do when that happens to one I have, differant brand of tractor but same sort of set up, is I spray carb cleaner in to the main jet and then turn the gas back on and do that till I get a good steady gas flow. Sort of a cheaters way to fix the problem but it may only be a short time fix
